Mayor of Greater Manchester blames deregulation for decline in bus use, but says that he is ‘open minded’ about how to improve service provision

The 2017 Bus Services Act was conceived in response to a pledge to give the mayor of Greater Manchester powers to franchise local bus services – but Andy Burnham has not yet decided whether he will use them.

Speaking at the launch of an electric bus in Manchester on September 22, the mayor told Passenger Transport: “We’ve not taken any decision … we’re open minded as to how we can achieve what we want.”

However, Burnham added: “Make no mistake, we are going to change the bus system in Greater Manchester.
