In an exclusive article for Passenger Transport, Sir Roy McNulty has responded to criticism of the highly influential Rail Value for Money Study that he produced for the government and the ORR – including comments from John Nelson and George Muir in this magazine (PT007).

McNulty calls on the sector to unite behind shared path rather than stick to entrenched positions. And he claims that the GB rail industry is at a “moment of opportunity”.

He meanwhile denies that he was “got at” by government and ORR, the sponsors of his study. McNulty says that there is nothing in report, or omitted from it, that he is unhappy about.

He also states his belief that the new Railway Delivery Group comprises people who will seek to spearhead change rather than become part of “a talking shop”.
